Larsen (an academic whose affiliations are not noted) examines the ethical issues confronting administrators by placing the discussion in the context of contemporary sociology and philosophy. The theories of Weber and Habermas, primarily, are used to uncover ways in which discourses arise out of administrative institutions and to analyze what administrators' ethical dilemmas consist of. He then presents ways to change administrative culture so that it becomes natural for the individual administrator to express himself with regard to ethical dilemmas within the administration.
